I understand the theory but in reality the second application can remain at MIR (on hold) until after the first application is formally decided one way or the other. So, if I understand your post correctly, and you are waiting for the second application to move in NEATS before a decision on the first will be announced, you may end up disappointed. My understanding is that the 2nd application is on hold until the first is decided and David Breeze alludes to this in the most recent report. JMO. DYOR.
