Perhaps we'll see the "hoodie" brigade pulling them down even lower to avoid facial identification......a cost which already cash strapped governments will have to stump up for, before it can take place anyway.
Sure, I see your point anyway.....but driverless vehicles will be impotent to other cars and pedestrians no matter what....for a period of time. And law enforcement cannot be everywhere all the time.
And the result of this, is likely to deter others from using the technology, at least initially, and if fewer use it, the slower will be the transition..
Potentially, it won't be until the transition is almost complete, that the autonomous vehicles will be properly accepted.
