If there's a demand there will be a supply regardless of the ownership model. If it stays with the personal ownership model there will be an aftermarket for performance enhancing chips, the car will still obey all the road rules it will just accelerate faster, brake harder and corner quicker than the bog standard beige. If we move to TaaS there will be performance vehicles that you rent at a cost.
