For what it's worth, the Australian IP office cancelled overtime on examination a while ago. Majority of patents/trademarks are from big internationals and it's pretty typical that when a company is tightening it's bootstraps, R&D is the first to feel it, i.e. no more IP being filed. The IP office need a healthy backlog so they never have examiners sitting around twiddling their thumbs. Just another indicator that this is not a blip on the red radar.
