After a bit of digging jimmy it would seem that we are in the hands of some very clever "Numbers Guys" you see the issue dates and the expiry dates are such that the holders of 14 million of those options will have negligible tax obligations and will dodge most of the tax on the gains that are generated when the inevitable re-rate occurs (Before the end of this financial year) .
So it just goes to show how meticulous is the timing of the operation and explains the discipline displayed by those clever buggers who set this up
