1) the FDA is a government department
2) government departments move in mysterious ways
JIMHO: Most governments display a FAIR to HIGH level of corruption. Most certainly the American government (with all those many "paid influencers" by the business sectors - incl. BIG PHARMA, of course) is prone to be corrupted to a certain degree.
Hence, again JIMHO, your mentioned "mysterious ways" are not really THAT "mysterious" at all but driven by certain (bought) intentions.
I am NOT sure at all or knowing anything about how "well-connected" NEU is in America with any future potential partner(s) to have that/those partner(s) "smooth" the way for them??
Otherwise (even WHILST being "highly compelling") the outcome might not be what it should be, sadly!!
Time will tell as usual.
