Most of the terrorist attacks in Indonesia have primarily been about domestic issues even when Western interests have been targetted. Attacking Western interests gives the attackers a higher profile and more power against the government but it may well have been diverting attention from their real agenda. With the publicity surrounding those attacks portrayed them as attacks AGAINST the West the desired domestic effect was being lost.
