the chinese are all over metalstorm ip, page-4

Just a hypothetical question here , but just say meatlstorm were about to go broke and the US keeps saying they don't want the technology, then what prevents MST from selling the IP to the Chinese who do seem very interested in everything metalstorm, isn't what the US and our own government have been doing a restriction of trade somehow? and to a publicly listed company, metalstorm have not even been allowed to sell systems that ARE NOT weapons, but do use it's stacked round electronically fired IP, why has a restriction on their sale been made ?
