'Damned' is probably a bit strong, but it's kind of a damned if you do, damned if you don't situation.
My preference is keep it on the down low, send the supplies and let the product make the good impressions. If it is used and provides the expected positive outcomes, the good PR from donating to the invasion comes out anyway.
