Buy back is done by the company. Insiders is a broad term, but extends to all those with insider information, or who are connected in some way or another to those with insider information. The Share Trading Policy also doesn't name specific directors either, but they're all included. People here really need to do more research on securities law before trying to make assertions... if a company was able to do a buyback during a restricted period they would absolutely tell their buyback boy to load up prior to a bullish announcement to get cheaper shares, resulting in an unfair market for other participants.
