I do not know but I can have good guess due to not being able to get a farmin partner they deiced to drill RGN1 less cost to recover gas and is a pitty it went pear shape.
With Lockyer it would require a gas plant an a longer time frame as well if the economic climate had been different we may have had a different outcome.
You can only do what you have funds for.
