citizenship meant that at any time only 10% to 15% of the population had a right to exercise
their duty to vote (a kind of like the CCP today) if CCP membership is to be compared
to Athenian Citizenship as a %age of overall populations.

Only adult male Athenian citizens who had completed their military training as ephebes had the right to vote in Athens. The percentage of the population that actually participated in the government was 10% to 20% of the total number of inhabitants, but this varied from the fifth to the fourth century BC.[24] This excluded a majority of the population: slaves, freed slaves, children, women and metics (foreign residents in Athens).[27] The women had limited rights and privileges, had restricted movement in public, and were very segregated from the men.[28]For the most part, Athens followed a citizenship through birth criteria. Such criteria could be further divided into three categories: free birth from an Athenian father, free and legitimate birth from an Athenian father, and free and legitimate birth from an Athenian father and an Athenian mother.[29] Athenians considered circumstances of one’s birth to be relevant to the type of political identity and positions they could hold as citizens."
