I fundamentally agree with you in that culture determines economics. This is essentially what Max Weber postulated over a hundred years ago "The Protestant Ethic & the Spirit of Capitalism".
My observation was much shallower and like a economic chartist in that I only considered GDP and not what contributed to it culturally, philosophically or politically....just the end result.
