Europes rulers will join in after some hand wringing, in the hope they can pick up some scraps.

Putin will do whatever is in the interests of the Russian billionaire oligarchs.

By "the world" if you mean the general population of the worlds ordinary people then they will be more than loathe to help, they will demonstrate and protest against the war in the tens or hundreds of millions including in the US.
