In their September 2022 Resources and Energy Quartely, the Department of Industry, Science and Resources forecast for the average thermal coal price during 2023 is USD 232.
The Treasury Budget papers recognise that there is considerable "upside risk" to their forecast.
And they publish sensitivity analysis for what a slower return to normality (which they define as USD 60) would mean for the economy.
Conclusion 1. Government Departments disagree between themselves.
Conclusion 2. The Treasury is hedging its bets.
And the futures market roughly agrees with the Department of Industry, Science and Resources forecast
