You're right... To an extent.

The NST install may likely be funded via grants & finance as you suggest.

However... Salaries and normal opex for ERJ will be funded via a CR and I expect both of these things (a finance deal + a CR) will be announced together thus enticing holders to tip in extra cash knowing the install is funded and (hopefully) lead to further contracts.

To me this looks like the obvious plan, although I may be proven wrong, I suspect we will find out soon enough.
