You are making a rookie mistake in believing that when Scummo announces something that it means that thing will happen. I can assure you that pensioners are NOT getting free RATs and there's a very good chance that they will not get them for quite some time:

There is no schedule for this program and no details of how it will work.

The government is not buying the tests that they expect pharmacies to distribute; they have not told the pharmacists how much or when they will be reimbursed - instead individual pharmacists will have to find funds and a supplier of RATs and then distribute them for free in the hope that they will eventually be paid enough to cover their costs. They way it has been set up there will doubtless be strong incentives for the pharmacists to purchase the cheapest most inaccurate tests for this program. Rest assured that the government is fully committed to its long term policy of treating Centrelink recipients as third class citizens not as people who have paid taxes all their lives and now need some support.
