Perhaps a draft in the US or allowing euorpean allies to contribute troops and also enable them to share some power - bush and his oil mates at halliburton might not like that - what about the 40,000 something private security providers in iraq ie ex marines going in as mercanaries ?
The alternatives for the US seem to be more targetted intelligence or perhaps utilising high tech options to more effect.
