Whatever the reason or the outcome. I expect that we should really know by today. The long delay suggests to me that we must in with a chance. Regardless, a win will be a company maker for FAR, provided that FAR have used all the time in the world (3 years) to have a plan in place for such an occasion.
If FAR don't have such a plan, then they really could not complain about any natives revolting. But I suggest that would not be the case.
If we don't know by today, then the ICC really is not worth bothering with as they are no better than those with lengthy and delayed disputes that end up there.
