Dear coto,
If one takes the lush core conservation zone photograph and compares that with the photograph of the laregly barren peripheral zone as set out in the various announcements, it's night and day. It would be impossible to rank the two areas equally, and thus consider the peripheral zone holding any large environmental significance.
