Being told to get a move on or risk losing it does tend to motivate companies especially if the project is good enough.
That's why Doumbouya was also able to tell Rio and the Chinese to not only get a move on but that the govt gets a free carry equity stake of 15% in the railway and the port.
Looked like it worked with PDI as well.
