I rang and asked them.
They said the catalyst to shift from a scoping study to a PFS was the size and scale of the updated MRE. They also outlined that a scoping study would have been sufficient to get an exploitation permit but considering the size of the resource outlined in the updated MRE it made sense to go straight to a PFS.
That differs from the parts of the mining code that i have read but that's what the company told me.
