They are total cases for each population.
In the vaccinated population of 2,146,149, there were 258 severe cases.
(To get the per 100,000 measure; 2,146,149 / 100,000 = 21.46.... 258 / 21.46 = 12)
In the unvaccinated population of 171,347, there were 271 severe cases.
(To get the per 100,000 measure; 171,347 /100,000 = 1.71.... 271 / 1.71 = 158)
