Unlikely. Its only a scoping study so its acceptable for there to be substantial certainty within the numbers.
If I had to guess, the board provided more feedback and changes than Justin expected (remember the chairman is also a Lawyer!!). Incorporating all these changes, combined with oversight of the restart has pushed the release date nearer Christmas than Justin had planned. If this is the case, its good that there is an engaged board but its frustrating waiting for the annoucement to drop.
