China's bIg advantage is power costs - USD 4c/kwh using cheap Australian coal. Australian domestic energy prices are 6x higher. Declining Chinese Mn production will have little affect on competitiveness.
Australia needs cheap coal-fired base load power as well if we want to have the energy density and competitiveness required for most value adding processes. Sarawak in Malaysia has cheap hydro power and could be a preferred site for sulphate production.
