Somebody said Sinosteel built Citic Pacific - that is incorrect, it was MCC. Still Chinese, but different company.

I think you will find that the fundamental issue here is that Sinosteel built the plant on an EPC basis which is fine but the process design risk was, rightly, with CuDeco. So Sinosteel engineer & build a plant based on process design criteria supplied to them by Cudeco.

It is the process design which is the underlying issue. The incoming ore feed is not of the quality / specification as per the process design criteria, or doesn't process the way it was supposed to etc.

If the plant is blocking up because the ore is too high in clay, for example, that is not Sinosteel's fault.

Ore quality / variability / process design is all Cudeco's risk & responsibility.
