In mediation its up to the two parties to strike an amicable settlement, The September article speculated that FAR might negotiate its own 15% stake into the sale during the mediation process with COP. The Government would need to approve that, the other JV partners would need to consider PE and the buyer would need to agree (hence protracted bargaining)
