As long as posters say things that they believe to be true, then I think that any reasonable person would conclude that the poster is promoting the stock, but not ramping it. To post about a stock with information which you know is not true, and to attemt to induce others to buy or sell a stock based upon that untruth, is not only blatant ramping, but it may well be a criminal offence.
