Even inch deep, mile wide analysis of the Syntiant tech reveals that it is specific to voice and vision only. Nowhere do they claim that its a neuromorphic chip or that it uses SNN. In fact they specify that its a deep learning chip which makes me think its still cloud based and therefore no on chip learning.
My opinion only.
