Yes but the difficulty is that all bike riders are branded with the same blithering idiot tag when it really only applies to a few with a death wish and the rules will be made to protect those few candidates for a Darwin award from themselves and probably to the detriment of the majority of road users.

I agree that a reputable brand ebike should be reasonably safe and reliable but there are so many different types out there including the backyard versions that it is a bit of a minefield. It's not just the motors, it is how the "help" from the motor is integrated with the pedal effort and similarly the combination of regen with friction brakes so that everything stays safe and predictable without wasting energy.

Similarly with the batteries and charging, there are a number of Lithium chemistries each with their own charging regime. Electric vehicles have a carefully designed and integrated BMS and many ebikes do as well but the incidence of ebike battery fires in residences indicates that not everything is rosy in that department either.
