Some of Australia has a basic TOU tariff option but it needs to have plenty more graduations or be continuously variable with limits. There also needs to be a variable FIT as an incentive to store power during peak solar and feed it back during high demand. That will provide additional encouragement to purchase an EV or a home battery or both because they will produce an income stream.

All of Australia has remote switchable "Off Peak" Hot Water rates now, it used to be on a timer to provide a load for coal fired power stations during low demand late at night and early mornings but now with the remote switching it often cuts in around 11am on clear mornings to soak up the solar peak. I would imagine some users would also put pool pumps and other non time critical loads onto the same circuit to use the cheaper tariff.
