They can and do when the petrol tank is ruptured. In a former life when I was a professional firefighter and first responder to car accidents the thing we feared most was the smell of petrol fumes. Thermal runaway during a ruptured/damaged battery pack is comparatively slow compared to an instantaneous petrol explosion. Those couple of ruptured runaway minutes gives one the edge to walk away. Time you may not get with a ruptured petrol tank.
