How's this for a good working system of government in a 'developed' first world nation

So in Australia - as an Australian - you cannot safely go somewhere in your own nation - and be injured in some remote place - which remote is about 99.9% of Australia -
and although being a responsible person - get a whopping bill for services which any reasonable person would consider as being expected that the nation would provide for it's citizens -------- for free?
