James refers to what Symeon (Peter) relates how God would call people of (non Jewish) nations by his name.

He then goes on to quote from what was foretold at Amos 9:11,12 and Isaiah 45:21. These too foretold non Jews would be called by Jehovah's name.
This happened upon their becoming Christians and discarding their pagan beliefs and customs that involved worship of false gods.

(Amos 9:11, 12) ‘In that day I will raise up the booth of David that is fallen, I will repair the breaches, And I will restore its ruins; I will rebuild it as in the days of long ago, 12 So that they may take possession of what is remaining of Eʹdom, And all the nations on whom my name has been called,’ declares Jehovah, who is doing this.

(Isaiah 45:21) Make your report, present your case. Let them consult together in unity. Who foretold this long ago And declared it from times past? Is it not I, Jehovah? There is no other God but me; A righteous God and a Savior, there is none besides me.

If as you say Paul converted your country, why don't you accept what he taught in his letter to the Romans.

(Romans 10:13-15) For “everyone who calls on the name of Jehovah will be saved.” 14 However, how will they call on him if they have not put faith in him? How, in turn, will they put faith in him about whom they have not heard? How, in turn, will they hear without someone to preach? 15 How, in turn, will they preach unless they have been sent out? Just as it is written: “How beautiful are the feet of those who declare good news of good things!”
