He's not a downramper, he's just stating the statistics of reality. It's very hard odds to hit oil, you can have the perfect conditions and still not have any oil shows.
The market in this case doesn't like the word 'minor' in terms of mud gas shows, and frankly that's not a very good sign for a location that is 'supposed' to have lots of oil.
