Once passed, state and local governments and their entities including universities will require the approval of the federal government to enter into agreements with foreign governments. Any that are inconsistent with our national interest can be cancelled by the foreign minister.
Importantly, it applies to existing agreements including Daniel Andrews' Belt and Road deal with the Chinese Communist Party. I first called for this deal to be abandoned almost a year ago. Soon the federal government will have the power to do so."
