Yes exchanger the chinese do know the difference between aust and drc . Drc no unions, greens , epa, govt interference (federal, state and local gov) with all the applicable laws, labour costs USD 24 a day tradesman, 12USD a day process operators and TA's (if at a higher paying mine) south african supervisors/advisors approc 50/75% cheaper than aust equivalent . So worth there effort to wield influence with govt via infrastructure spend. Aust mining costs for labour alone are 25% of mine operating budget
