The biggest threat to a government is always the people, when the French Revolution was happening the English parliament was reluctant to cut their forces to find enough to send overseas as the major threat was at home (according to them)
I just don't think the idea of armed rebellion would go down well with the people, although it has been rumored that if Whitlam had not gone peacefully the Army already had discussed the situation and had plans in place to step in and take control of the country
