Is the ER only about computers. It is IMO only a part. They are as relevant as when someone started issuing pencils, pens and paper to school kids. It was a massive leap forward. Going back formal education was the province of the upper class but as the masses revolted the tide turned and education became available to the poor through public school systems. In those days there was not so much stigma attached to being in the public system as most people were in the poor category. Access to education is the single most important issue for governments. The matter of education quality is best left in the hands of the teaching professionals who establish curriculms and methodologies and adminster those activities. Governments can assist by providing monetary support to those with the know how to improve education quality. Just my take on things.
