Guys
Like everyone else I've been wondering why we are waiting so long for the signed decree. But then I think is it possible the lack of decree is an agreed arrangement? Let's think about it....
FAR and ME get along well with the Senegal Gov't and its ministers
Petrosen support FAR
FAR have been consistently active in trying to move the leases forward (including getting majors to the table, a CSEM completed etc)
ME doesn't seem fazed by the lack of decree
On signing of the decree FAR have to pay $5 million. Is it possible the Senegal Gov't has said ..."Look you guys are doing a great job - legally you must pay $5 million when we sign. $5 million is a lot of money to you and we're sure you have better things to do with it rather than pay decree deposits! Everyone here supports what you are doing...Let's just run (like in real estate) a "periodic lease" whereby we don't officially sign off but you continue your good work"
...I just wonder??
