The Senegal Gov't not having much $$'s themselves is a good point. That being the case makes me wonder though why they wouldn't fast pace the signing rather than what we are seeing.

With regard buying FAR more time by it not being signed, it will be interesting to see whether any signing now or in the near future will give us twelve months from when the decree is signed or whether it is retrospected back to November when the last agreemnt ran out?

Tis all but surmising...something we have to do when we don't really know what's going on
