There are similar things afoot in QLD, I have a close friend who works for a large government corporation that is responsible for critical infrastructure. These days whenever they need to clear land to build a plant they have to go through the same BS as above, contact the local mob (and pay them off) to do a 'walk-through' just in case there are some rocks lying around that might kinda-sorta look like a circle if you tilt your head and tap one or two with your foot. Anyway, one of the young lasses responsible for development recently overlooked this SCAM so now the local scammers are suing the corporation (taxpayers) for a million dollars (and she is going through an 'investigation'). And the way things are mismanaged these days they'll probably get it.
As for W.A. we are talking about farmers' private property so they need to band together and hire some good legal people to fight the tyrants and get compensation. Any aboriginal or government worker going onto their land without permission needs to charged with trespass.
And people still thing Russia and China and the bad guys? gimme a break.
