Makes perfect sense. Having spent some time in Honkers I know at first hand how cautious, shrewd and cunning the Chinese can be.
Would be VERY surprised to see anyone commit themselves fully, without first being assured that the M L will be approved.
They are the shrewdest race and generally always come out in front.
