Important test for Abbott's leadership and for the future of a purposeful Coalition Government. At the moment he is not conceding anything but at the end of the day he needs to get the majority through via negotiation. He has room to move in a number of areas including the medical co-payment, enough to still reset the budgets trajectory.
There must be a bottom line policy position otherwise foreseeable surpluses are non existent.
