God Willing natural order into a predetermined outcome is a little bit supernatural, surely?

All phenomena is attributed to God and if all phenomena was something else, in some other state, before being Willed into transmutation, by inference we are dealing with the supernatural as the source of every outcome, at least via First Cause.

As for the power of God being called on to produce outbreaks of pestilence, floods, etc, I would suggest that these are no more than nature being nature and humans exploiting natural order catastrophes to enrich their stories with the evidential power of God. Kind of False Flag stuff to get the followers all Hallelujahing in chorus. My god's got bigger kahunas than your god.

As for "the burning bush" Moses, Jesus, Muhammad, Buddha, etc, are not ordinary men in a spiritual sense. One-on-one seems to have occurred in differing ways to all the Prophets. They are extreme, spiritual exchanges, ineffable to the written word, or the human tongue. The burning bush is related to the "tree of life" in symbolism. The tree of life speaks to the eternal word of God progressively revealed from age to age and it fell upon Moses to reveal and codify new laws.
