Notwithstanding Paul was giving advice to Timothy to consult and study his OT scripture, that quoted remark does not actually claim that all scripture is true.
We know God could use a lie as a means to an end because he told Adam and Eve .. "New King James Version but of the tree of the knowledge of good and evil you shall not eat, for in the day that you eat of it you shall surely die.”
However, they did not die on that day and lived for hundreds of years before dying.
