You will have to ask the authorities why they gave Trump so much time to do what he was legally obliged to do.
We all know Trump makes promises that he fails to honour, so the authorities should have known better than to give him the time they did.
Anyway, after 18 months of leaving office, and repeated attempts to get Trump to return the documents, Trump refused to return them.
It was so amicable that the National Archives felt it was necessary to refer it to the DOJ early this year, which led to Trump being subpoenaed. And still Trump was reluctant to hand over the documents.
The search warrant 18 months after he left office resulted in the recovery of more documents that belonged to the National Archives.
How many times did the dipstick need to be told the documents were not his, and need to be returned, thick as a brick.
