Do you think the Derna’s Dams where well maintained? Do you think that the authorities had a monitoring team in place to maintain adequate management of volumes in the dams or that the dam staff (if there was anyone at all working/maintaining the 2) where integrated with their equivalent of the BoM?
Want to hazard a guess as to the capacity levels in those 2 dams the day the Medicane arrived over Libya?
