You could look at it this way or equally you could say it was agreed that there would be a change at this point in the development of the company and that the board is doing their best to get this project going forward as quickly as possible into production.
"....To this end, as part of an agreed transition to development, the Board would like to advise ...."
If you look back at the appointment announcement for David Russell June 2010 it states that his previous experience was in geology and mining finance not bringing a mine to production.
Anyway all speculation and unless you were inside the company you wouldn't know. If I was the out going CEO of a company I would not be hanging around if another opportunity arose somewhere else.
