the USA is not an empire..it is one country based on one continent (plus Hawaii)...it has no desire to rule other countries...it has seen what happened to Britain.
as such it sees the ROW as a supplier of goods and services to meet its needs.
hence if it cab save money on labor it builds factories somewhere else.
Iraq is important because it has oil. the US has an economy based on cheap oil. this is a defect of policy as the USA has never developed solar power public transport etc.
clearly the US sees a regime change as important to secure a supply of cheap oil.
it is as simple as that. there is no plans for an empire. most Americans do not know where iraq is but they know where the corner gas station is. they vote.
